EFFECT: Clarifies the intent section, indicating that postsecondary education will not be an entitlement.

 

EFFECT: Clarifies that approved private school students and students receiving home-based instruction are eligible for the promise scholarship.

 

EFFECT: Clarifies the maximum award amount will be no greater than the full-time resident community college tuition rate.

 

EFFECT: Technical amendment deletes unnecessary language regarding class rank eligibility for the award, which is now inconsistent with the second substitute bill adopted by the Ways & Means committee.
