    On page 18, after line 7, insert the following:

    "NEW SECTION. Sec. 24.  This act applies to a self-insured health plan provided under Chapter 48.62 RCW by any county, municipality, or other political subdivision of the state."

    On page 18, after line 11 insert the following:

    "(3) Section 24 of this act takes effect July 1, 2003."

    On page 15, line 24, after "families" insert "except a governmental agency under section 24 of this act" 

    Renumber the sections consecutively and correct any internal references accordingly.

    On page 1, line 5 of the title, after "48.43.105" delete "and providing an effective date" and insert "providing effective dates"

EFFECT: Applies the act to the self-insured health plans offered to the employees of local governments and school districts, effective July 1, 2003. This amendment provides the patient protections in this legislation to all employees of a city, county or school district that self-insures. Without this amendment, some employees of a city could be afforded these protections while their fellow employees would not, simply based on the health plan the employee selected or the local government or school district offered.
