Title: An act relating to the recommendations of the state board of education based on its review of its statutory authority.

Background: During 1997 and 1998, the State Board of Education convened a Mandate Review Committee to study all of the Board=s rules and their related laws. The Committee=s recommendations included moving a number of statutes related to school district boundaries from their existing sections in the Revised Code of Washington to new sections in the code. In addition, the committee recommended the repeal of three existing laws. One of the laws was decodified in 1990. One law was moved from one section of law to another. The other law describes a report presented to the legislature in 1997.
The report of the Mandate Review Committee was presented to the Legislature in January 1999.
Summary of Bill: The following laws are moved from their existing sections of the Revised Code of Washington to new chapters in the code:
Laws for Joint School Districts.
Laws related to the election, meetings, expenses, and vacancies of school board members.
Laws related to first and second class school districts, including special provisions.
Laws related to school directors - director districts.
The following laws are repealed:
A decodified law related to master in teaching degrees.
A law describing the SBE=s certification authority.
A law that requires the SBE to present a report on assessments for teacher candidates to the 1997 Legislature.
Appropriation: None.
Fiscal Note: Not requested.
Effective Date: Ninety days after adjournment of session in which bill is passed.
