Background:

 

Subject to certain exceptions, state and local government officials and employees are prohibited from using public facilities to assist a campaign or for the promotion or opposition of any ballot proposition.  This prohibition does not specifically apply to the use of public facilities for the purpose of assisting the appointment of a person to a vacancy in an elected office.
