Background:

The Fire Protection Policy Board (FPPB) was created in 1986 and consists of eight members appointed by the Governor.  The FPPB is responsible for developing a comprehensive state policy regarding fire protection services, including the adoption of a master fire training and education plan, and the development of a master plan for constructing fire training facilities.  The FPPB must also monitor fire protection in the state and develop objectives and priorities to improve fire protection.

Summary:

The FPPB must develop programs or processes to improve the cost-effective and efficient delivery of fire protection services.

The FPPB must also develop uniform standards for fire protection vehicles and equipment.  After developing the uniform standards, the FPPB must develop a proposal for consolidated purchases of fire protection vehicles and equipment based on the uniform standards.  The proposal must:

CCreate a mechanism for the state to coordinate purchases of fire protection vehicles and equipment; and

CAllow for consolidated purchases of fire protection vehicles and equipment.

The FPPB must report the uniform standards and proposals, along with recommended legislative changes necessary to implement the proposals, to the Legislature by June 30, 2000.
