CProvides the State Capitol Committee the authority to name new or existing buildings, spaces, or rooms on the state capitol grounds.

Background:

There are no statutory provisions relating to naming state buildings. 

The State Capitol Committee, with the assistance of the Capitol Campus Design Advisory Committee, is responsible for fully or partially erecting permanent and temporary buildings, excavating such buildings, or making other temporary or permanent improvements the state capitol grounds.  The Department of General Administration (GA) is responsible for the proper care, heating, lighting, and repair of the buildings on the state capitol grounds.

Summary:

Buildings, open spaces, and public rooms may be named only by the State Capitol Committee based on a recommendation from the GA and with the advice of the Capitol Campus Advisory Committee.  Existing buildings, spaces, and rooms may only be re-named after a substantial renovation or change in tenancy.  When naming a building, space, or room, the State Capitol Committee must consider any disparity that exists with respect to the gender of persons after whom buildings, spaces, and rooms are named on the state capitol grounds.

Buildings, spaces, and rooms may be named after:

CAn individual who has played a significant role in Washington history;

CThe purpose of the building;

CThe predominant tenant agency in the building;

CA natural place in Washington;

CA Native American tribe located in Washington;

CA group of people or type of person; or

CAny other appropriate name recommended by GA.

Rule Making Authority: No express authority.

Effective Date: Ninety days after adjournment of session in which bill is passed.
