Majority Report: That Substitute Senate Bill No. 5271 be substituted therefor, and the substitute bill do pass.

Background: Legislators and citizens are frustrated by agencies= lack of responsiveness. Difficulties have arisen in determining how an agency either has complied with new legislation or spent moneys appropriated for specific purposes.
Summary of Substitute Bill: The Office of Financial Management, beginning December 1, 1999, must publish an annual index that reports, by subject and legislative bill number, for all session laws beginning with the 1999 session: (1) rules adopted as a result of the legislation; (2) reports and studies required by legislation; and (3) each agency=s contact for tracking expenditures of money appropriated for non-ongoing programs.
