WHEREAS, Washington's community and technical colleges make a difference in the lives of individuals and in the state's economic health; and
WHEREAS, Washington's community and technical colleges serve a diverse and increasing student population; and
WHEREAS, The funding levels have not kept pace with the changing and expanding role and mission of the community and technical colleges;
NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a joint select committee on community and technical college funding be established to review past legislative funding processes resulting in the current funding levels and analyze community college funding levels in other states; and
BE IT FURTHER RESOLVED, That the committee consist of eight members, four members each selected by the President of the Senate and the Co-Speakers of the House of Representatives and that the committee be represented by two members of the House of Representatives Committee on Higher Education, two members of the House of Representatives Committee on Appropriations, two members of the Senate Committee on Higher Education, and two members of the Senate Committee on Ways and Means; and
BE IT FURTHER RESOLVED, That the committee collaborate with and seek the expertise of the State Board for Community and Technical Colleges, the Higher Education Coordinating Board, and the Office of Financial Management; and
BE IT FURTHER RESOLVED, That the committee report its findings and recommendations regarding funding levels to the legislature by December 31, 2000.
