TO THE WASHINGTON STATE TRANSPORTATION COMMISSION AND TO THE HONORABLE SID MORRISON, SECRETARY OF THE DEPARTMENT OF TRANSPORTATION:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, RCW 47.05.021(3) directs the Washington State Transportation Commission to designate state highways of statewide significance and submit a list of such facilities for adoption by the Legislature; and
WHEREAS, The Washington State Transportation Commission has designated a system of State Highways of Statewide Significance by their Resolution 584, supported by maps and routes lists dated December 17, 1998; and
WHEREAS, The Washington State Transportation Commission based their designation on criteria that are consistent with legislative direction contained in RCW 47.06.140; and
WHEREAS, The Washington State Transportation Commission sought input and comment through Regional Transportation Planning Organizations on both the criteria and the draft system of State Highways of Statewide Significance; and
WHEREAS, The Legislature concurs with the system of State Highways of Statewide Significance as designated by the Washington State Transportation Commission through Resolution 584 dated December 17, 1998;
NOW, THEREFORE, Your Memorialists respectfully pray that the Washington State Transportation Commission conduct a review of the system of State Highways of Statewide Significance and update the system as necessary at least every five years. This update process must include criteria that meet the legislative direction of RCW 47.06.140; must be carried out in consultation with the Regional Transportation Planning Organizations; and must provide ample opportunity for comment and due consideration of comments. As part of this update process, the Washington State Transportation Commission may adopt route additions and deletions from this designated system.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the State Transportation Commission and to Sid Morrison, the Secretary of Transportation.
