HOUSE RESOLUTION NO. 99-4618, by Representatives Delvin, B. Chandler, Hankins, Schoesler and Grant
WHEREAS, David L. Lewis has served his community and the citizens of the City of Richland as a law enforcement officer for over 32 years; and
WHEREAS, During Chief Lewis's distinguished career, he served at every level and function of law enforcement, starting out as a uniformed patrol officer with the City of Richland in 1966, then being promoted to Sergeant in 1969 in charge of the Investigations Division, and later promoted to the Patrol Division. In 1975, he was promoted to Lieutenant, followed by a promotion to Captain in 1977. In 1978, he was appointed as Acting Police Services Director for seven months. Since December 1984, he has served the City as the Director of Police Services; and
WHEREAS, Through his outstanding leadership, the department has successfully been a state-accredited agency since 1991; and
WHEREAS, Chief Lewis has brought the City and the Department of Police Services into a partnership through community-oriented policing policies, resulting in a high citizen approval rating of the department; and
WHEREAS, Chief Lewis has developed practices and procedures maintaining Richland as a city with one of the lowest crime rates in the state of Washington; and
WHEREAS, The people of the City of Richland have the highest regard and appreciation of the dedication and professionalism demonstrated by Chief Lewis; and
WHEREAS, March 1, 1999, marks the end of Chief Lewis's distinguished career with his retirement from service;
NOW, THEREFORE, BE IT RESOLVED, That the Washington State House of Representatives honors Chief David L. Lewis upon his retirement and recognizes his outstanding effort to serve and protect the citizens of the City of Richland for the past 32 years; and
BE IT FURTHER RESOLVED, That the House of Representatives immediately transmit copies of this resolution to Chief Lewis and to the City of Richland.
