AN ACT Relating to temporary assistance for needy families; adding a new section to chapter 74.08A RCW; and adding a new section to chapter 28C.18 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 74.08A RCW to read as follows:
(1) Recipients of temporary assistance for needy families shall be given a priority for work force development system programs and courses.
(2) As used in this section, "work force development system programs and courses" means programs and courses of the following:
(a) Secondary vocational education;
(b) Technical colleges;
(c) Community colleges;
(d) Private career schools and colleges;
(e) Employer-sponsored training;
(f) Adult basic education;
(g) Programs and courses funded by the federal workforce investment act, Title 1B;
(h) Activities funded under the federal Wagner-Peyser act;
(i) Programs and courses funded by the federal vocational act;
(j) Programs and courses funded by the federal adult education act;
(k) Programs and courses publicly funded for adult literacy education;
(l) Apprenticeships;
(m) The one-stop system;
(n) The state job skills program;
(o) Timber retraining benefits;
(p) Programs and courses offered by private and public nonprofit organizations that are representative of communities and provide job training or adult literacy services; and
(q) Other state funded employment, training, and retraining programs.
