Requesting that I-90 be designated a Memorial Highway to the Battle of Pearl Harbor.

    TO THE HONORABLE WILLIAM J. CLINTON, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO SECRETARY RODNEY E. SLATER, SECRETARY OF TRANSPORTATION, AND TO ADMINISTRATOR KENNETH R. WYKLE, ADMINISTRATOR OF THE FEDERAL HIGHWAY ADMINISTRATION:

    We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

    WHEREAS, To ensure that the tragedy of December 7, 1941, at Pearl Harbor, Hawaii, is not forgotten; and

    WHEREAS, A memorial to Pearl Harbor would be a fitting way to honor everyone who has served in the armed forces, in time of peace as well as war; and

    WHEREAS, It is highly appropriate to remember those who fought and died in the battle that brought the United States into World War II; and

    WHEREAS, United States complacency and isolationist attitudes made the Pearl Harbor tragedy inevitable; and

    WHEREAS, A memorial would be about the eternal vigilance needed to keep America free and prevent such armed conflicts in the future;

    NOW, THEREFORE, Your Memorialists respectfully pray that the entire length of Interstate 90 within the State of Washington be designated a Memorial Highway to the Battle of Pearl Harbor, with signs erected at key locations and major interchanges stating, "Battle of Pearl Harbor Memorial Highway:  Honoring All Who Serve, Past and Present, to Keep America Free."

    BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable William J. Clinton, President of the United States, Secretary Rodney E. Slater, the Secretary of Transportation, Administrator Kenneth R. Wykle, the Administrator of the Federal Highway Administration, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
