(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Declares an intent to develop a grant program to fund research-based prevention and early intervention programs targeting youth and their families when the youth has not yet entered the juvenile justice system.

     Establishes a review team to make recommendations to the governor's juvenile justice advisory committee on the funding of grants under this act.

     Makes an appropriation of five million dollars to carry out the purposes of the act.
