Finds that the "three strikes" law was designed to target the most serious, violent, and dangerous offenders in Washington state. In practice, however, the law sweeps up a large number of less serious offenders.
Finds that Washington taxpayers will end up paying the lifetime costs of incarcerating these less violent offenders which can cost as much as thirty thousand dollars a year to imprison an inmate in a medium to maximum security facility.
Declares an intent to take nonaggravated robberies off the "strike" list which allows the law to concentrate on more dangerous and violent offenders while promoting more frugal use of the state's money.
