HB 1980 - DIGEST

     Provides that any request resulting in a toll or user fee increase that would exceed the initial rate established in the advisory vote places that specific public-private initiatives program, from the date of the request forward, under the control and governance of the Washington utilities and transportation commission as if the private entity were a service company.  Thereafter the private entity shall comply with chapter 81.04 RCW.
