     Finds that individuals receiving coverage for health care services should have access to quality services that appropriately meet the needs of the individuals.

     Finds that individuals should have choice among the providers offering services within their coverage plan and should have access to appropriate providers for services in need of specialized care.

     Finds that disagreements regarding the course of treatment or coverage of services recommended must be addressed in a consistent and expedient manner to ensure the individual receives access to appropriate, medically necessary care in a timely manner.
