     Declares an intent to clarify and amend applicable provisions of the growth management act to assure parity in the treatment of park and recreation facilities, to afford local governments the tools and discretion to meet these public needs, and to provide state financial and technical assistance in carrying out this important responsibility of local governments.

     Makes appropriations of four hundred thousand dollars to carry out the purposes of the act.
