     Authorizes low-income rate discounts by gas, electric, and water companies.

     Provides that, in establishing rates or charges for gas, electric, or water service, gas companies, electrical companies, and water companies may consider the income level of residential customers for the purpose of offering low-income rate discounts as provided for in RCW 74.38.070.
