     Declares that it is the policy of the state and its agencies  to plan, acquire, construct, maintain, repair, replace, rehabilitate, improve, and develop community outdoor athletic fields and provide loans and grants for local governments, school districts, and qualified nonprofit organizations to provide community outdoor athletic fields and make an equitable geographic distribution of the funds.
