     Directs the department of ecology to develop a public information plan to disseminate information about the federal clean water act section 303(d) list and total maximum daily loads.  The plan shall include information on the effects of impaired or polluted water and the programs available to improve water quality and attain water quality standards.  The plan shall provide information about opportunities to comment on the federal clean water act section 303(d) list and total maximum daily loads.  Distribution of the plan shall include, but is not limited to the news media; water, sewer, irrigation, and public utility districts; local governments; tribes; and citizens.

     Directs the department to publish in the Washington State Register, the list required by section 303(d) of the clean water act, 33 U.S.C. Sec. 1313(d)(1)(A).
