(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Declares an intent to:  (1) Clarify that it is the nature of a person's current conduct, current chemical abuse, current mental condition, history, and likelihood of committing future acts that pose a threat to public safety or himself or herself that should determine treatment procedures and level; and

     (2) provide additional opportunities for chemical dependency treatment for persons whose conduct threatens themselves or threatens public safety as a result of the chemical dependency.

     Repeals RCW 70.96A.060, 70.96A.080, 70.96A.140, and 70.96.150.
