     Declares that the running of any period of five consecutive years as provided in RCW 90.14.160 through 90.14.180 shall be tolled at the time an application for a change of place or purpose of use or point of diversion is filed under RCW 90.03.380, 90.44.100, or 90.80.070 in the designated circumstances.
