     Provides that a county weed board seeking to treat not more than twenty percent of the littoral zone of a lake infested with Eurasian water milfoil may use the pesticide 2,4-D to treat the Eurasian milfoil infestation without obtaining a permit under RCW 90.48.445.

     Requires the county weed board to, at a minimum, notify all lake residents, post notices of intent to treat weeds at all public access points prior to making such treatment, and place informational buoys around the treatment area.

     Makes an appropriation of two hundred fifty thousand dollars for the fiscal year ending June 30, 2000, from the general fund to the department of ecology for the purposes of the Eurasian milfoil projects.  Up to three percent of the total amount may be used by the department to cover administrative costs.
