     Provides that, when an applicant requests a certificate under RCW 81.68.040 to operate wholly or partly within a public transportation benefit area, as defined in RCW 36.57A.010, the commission may grant the certificate only when the applicant has reached an agreement with the public transportation benefit area in compliance with RCW 36.57A.100.
