     Establishes a loan repayment and conditional scholarship endowment program for attorneys who provide legal services in public interest areas of the law.

     Makes an appropriation of one million dollars for the fiscal year ending June 30, 2000, from the general fund to the higher education coordinating board for the purposes of this act.

     Makes an appropriation of one million dollars for the fiscal year ending June 30, 2001, from the general fund to the higher education coordinating board for the purposes of this act.
