(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Declares that, to the extent that funds are specifically appropriated therefor, state-funded part-time faculty under this section shall receive proportional pay.

     Establishes a joint select committee on community and technical college part-time faculty compensation.

     Directs the committee to submit its findings and proposal to appropriate committees of the legislature by December 1, 2000.
