SB 6653 - DIGEST

     Provides that, in order to increase the amount of appropriations available for the actual construction of projects, it is the intent of the legislature to enact a moratorium on the allocation of capital appropriations for the acquisition of works of art.  The moratorium shall apply to capital project appropriations made from January 1, 2000, through June 30, 2003.
