     Requires that, if a construction project receives state public funding, the general construction contractor shall develop and implement an on-site waste management plan.  The plan shall include:  (1) An identification of the type and volume of wastes to be generated during construction;

     (2) alternatives to disposing of materials in a landfill, including the revenues and costs of the alternatives and the costs of disposal in a landfill; and

     (3) strategies to maximize reuse and recycling of wastes and minimize landfill disposal.
