SJR 8218 - DIGEST

 

     Proposes an amendment to the state Constitution to provide that when no candidate for presiding officer of the house of representatives receives a majority vote of the entire membership of the house of representatives, the secretary of state shall serve as presiding officer of the house of representatives.  When presiding, the secretary of state shall have no vote unless the house of representatives is equally divided, including organizational matters and final passage of bills, and shall be counted as a member of the house of representatives for the purpose of determining a majority under Article II, section 22 in such matters.  While acting as presiding officer of the house of representatives, all statutory duties of the presiding officer shall be performed by the secretary of state.
