    On page 178, after line 29, insert the following:

    "Sec. 921.  RCW 90.58.080 and 1995 c 347 s 305 are each amended to read as follows:

    Local governments shall develop or amend, within twenty-four months after the adoption of guidelines as provided in RCW 90.58.060, a master program for regulation of uses of the shorelines of the state consistent with the required elements of the guidelines adopted by the department.  If, however, specific funding is not appropriated by the legislature for local governments' costs associated with this requirement, local governments shall not be required to satisfy this requirement until funding is provided."

    Renumber the remaining sections consecutively and correct the title and internal references accordingly.

EFFECT:  Prohibits the Department of Ecology from requiring local governments to update shoreline master programs until full funding is provided by the legislature.

FISCAL IMPACT:  None.
