EFFECT: Decreases the seriousness level for the crime of criminal  sabotage from a seriousness level X, which has a presumptive sentence of 51 months to 68 months for a person with no prior convictions, to a seriousness level VIII, which has a presumptive sentence of 21 months to 27 months.
