    On page 7, after line 19, insert the following:

    "NEW SECTION. Sec. 107.  A lead agency is exempt from the requirements of chapter 39.12 RCW for any project included on a regional transportation investment plan approved by the voters under this chapter if the project is located within a county that has an unemployment rate greater than seven percent as determined by the Washington state employment security department."

    Renumber the sections following consecutively, correct internal references accordingly, and correct the title.

EFFECT:  Exempts lead agencies from paying prevailing wages on projects included in the regional transportation investment plan if the project is located in a county with greater than 7% unemployment.
