     On page 5, line 5 of the amendment, before "The" insert "(a)"

     On page 5, after line 15 of the amendment, insert the following:

     "(b) In developing all rules under subsection (a) of this section, the commission shall involve an advisory committee composed of representatives of national and state animal, humane, and trapping organizations.  The commission shall also invite a representative of the United States Department of Agriculture=s animal damage control program to participate in the advisory committee process.  The advisory committee must be involved in the development of the rules, and all information that will serve as the basis for the decisions of the committee must be available for the advisory committee to review.  The comments and suggestions made by the advisory committee must be considered by the department; however, a consensus of the advisory committee is not necessary for the commission to move forward on the development of trapping rules."  

EFFECT: Requires the Fish and Wildlife Commission to consult with a stakeholder-comprised advisory committee during the development of trapping rules.
