     On page 8, line 23 of the amendment, after "voting" insert "within each county"

     On page 8, line 25 of the amendment, after "approval." insert "The plan is effective only in a county in which it is approved by a majority of county voters. If the plan is approved by the voters in only one county, the district may consist of only one county."

     EFFECT: Requires that the vote on the plan pass in each county in order for the county to be part of the district.
