     On page 13, line 34, after "establish" strike "criteria" and insert "policy guidelines"

     On page 14, line 1, after "(1)" strike all material through "criteria" on line 3, and insert "The following criteria must be considered prior to any real property being listed for consideration for the location of or use as a secure community transition facility"

EFFECT: Requires the secretary to establish policy guidelines (instead of criteria) for the siting of secure community transition facilities with regard to proximity and response time, leasing considerations, security monitoring services, and availability of treatment providers in the area.  Clarifies that the criteria listed in the bill must be considered prior to any real property being listed for consideration for the location of a secure community transition facility.
