On page 2, line 30, increase the general fund-state appropriation for fiscal year 2002 by $25,000.

Correct the total accordingly.

On page 6, after line 5, insert the following: "(10) $25,000 of the general fund-state appropriation for fiscal year 2002 is provided solely for a feasibility study of determining best financial management practices for school districts in Washington. The committee shall conduct this feasibility study in consultation with the appropriate committees of the legislature, the office of financial management, the office of the superintendent of public instruction, the state board of education, educational service districts, and other appropriate state educational and community organizations. The study shall include, but not be limited to: (a) the identification and evaluation of systems of best financial management practices in other states, including their costs and realized benefits of implementation and (b) the review and evaluation of existing efforts in school districts in Washington to design, implement and improve systems of best financial management practices. The committee may contract for consulting services in conducting this feasibility study. The study shall be submitted to the appropriate committees of the legislature by January 2, 2002."

EFFECT: Directs the Joint Legislative Audit and Review Committee to conduct a feasibility study on determining best financial management practices for school districts.

FISCAL IMPACT:

Increases General Fund-State by $25,000.
