    On page 3, line 30, after "That" strike "no" and insert ":  (a) No"

    On page 3, line 34, after "dollars" insert "; and (b) until the commission has, by rule, adopted a schedule of maximum penalties for different offenses, no individual penalty assessed by the commission may exceed one thousand dollars, and in any case where multiple violations are involved in a single complaint or hearing, the maximum aggregate penalty may not exceed two thousand five hundred dollars"

EFFECT: Requires that the commission adopt a schedule of maximum penalties by rule before the higher administrative penalties can be imposed.
