    On page 1, after line 27 of the striking amendment, insert the following:

    "(d) The district board of health may not impose any civil penalty under this section against an individual which constitutes a financial hardship, but may assist the individual in complying with the statute, rule, or regulation."

EFFECT: Prohibits the imposition of a penalty which constitutes a financial hardship.
