    On page 24, on line 3 after "RCW 50.24.010.", strike the remainder of subsection (1)(b) and insert the following:

    "Any amount of contributions payable under this subsection (1)(b) that exceeds the amount that would have been collected at a rate of ((four)) eight one-thousandths of one percent must be deposited in the unemployment compensation trust fund."

    On page 24, after line 33, insert the following:

    "NEW SECTION Sec. 14.  The sum of one million six hundred thousand dollars, or so much thereof as may be necessary, is appropriated from the administrative contingency accountBstate appropriation to the employment security department for the fiscal year ending June 30, 2003, to carry out the purposes of chapter . . ., Laws of 2002 (this act)."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT:  Restores language providing that contributions in excess of a specified amount be deposited in the Unemployment Compensation Trust Fund (rather than the Administrative Contingency Account).  Increases the specified amount to the amount that would have been collected at a rate of .008% (rather than .004%). Appropriates up to $1.6 million from the Administrative Contingency Account to the Employment Security Department for administrative costs.
