    On page 2, after line 16, insert the following:

    "NEW SECTION. Sec. 3.  (1) The legislature finds that poor nutrition for minors contributes to significant and expensive health problems now and later in life, including obesity, tooth decay, cardiovascular disease, diabetes, and cancer.  The legislature also finds that eating "empty calorie" foods that contain limited or no nutritional value, but are high in sugar, fats, or cholesterol, are partly to blame for the diets that promote poor health in minors.

    The legislature recognizes the value of creating disincentives for unhealthy behavior, including poor eating habits, by minors.  The state's public health system is an important resource for promoting good nutrition for minors, as it is for helping to reduce the incidence of disease.

    (2) Any premises engaged in the sale of carbonated beverages or candy may only sell carbonated beverages or candy from behind the counter or from within locked display units."

    Renumber the remaining section consecutively.
