    On page 5, after line 31, insert the following:

    "NEW SECTION. Sec. 7.  Notwithstanding any other provision of this act, a city, county, county public transportation authority, municipal corporation, public transportation benefit area, regional transportation authority, or any other public provider of transit services may enter into agreements or contracts to provide services if it has undertaken a cost-benefit analysis and determined that it can enter into a contract for provision of services for less cost than by complying with the limitations in sections 1 through 6 of this act."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Allows suspension of these limitations when a cost-benefit analysis of contracting out shows that services can be obtained for less cost.
