    On page 212, after line 28, insert the following:

 

    "NEW SECTION.  Sec. 709.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    LEGISLATIVE LIAISON REDUCTION.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $6,500,000 to reflect the elimination of nonessential legislative liaison positions in state government.  The amount of the allotment reduction shall be placed in reserve status.

 

    NEW SECTION.  Sec. 710.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    MISCELLANEOUS GOODS AND SERVICES REDUCTION.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $16,000,000 to reflect a two percent reduction in such expenses from the fiscal year 2001 expenditure level.  The amount of the allotment reduction shall be placed in reserve status."

          

    On page 220, strike all of section 720 and insert the following:

 

    "NEW SECTION.  Sec. 720.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

FOR THE DEPARTMENT OF COMMUNITY, TRADE, AND ECONOMIC DEVELOPMENT --COUNTY CORPORATION ASSISTANCE.

    General Fund‑-State Appropriation (FY 2003)..... $  12,669,000

           TOTAL APPROPRIATION................. $       12,669,000

 

 The director of community, trade, and economic development shall distribute the appropriation in this section to the following counties in the amounts designated.

    On page 223, strike all of section 722 and insert the following:

 

    "NEW SECTION.  Sec. 722.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    MUNICIPAL CORPORATION ASSISTANCE.  The director of community, trade, and economic development shall distribute $12,500,000 to be distributed to all cities and municipalities in the state in the same proportion as provided in section 728, chapter 7, Laws of 2001 2nd sp.s."

 

 

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Provides $22.5 million more for local government backfill ($12.5 million for cities and $10 million more for counties).  Deletes $22.5 million in spending ($6.5 million from legislative liaisons and $16 million from miscellaneous goods and services).
