    On page 2, after line 7, insert the following:

    "(3) The legislature further recognizes that the primary focus of the University of Washington is to provide a quality learning environment and that instructional jobs made available to enrolled students are an incidental part of this focus.  In addition to the monetary compensation enrolled students may receive for providing instructional services, such students are also receiving benefits in the form of increased learning, research, and practical experience opportunities not otherwise part of their academic curriculum.  These benefits are to be considered in determining the total compensation and benefits provided such students when negotiating under this act."

    Renumber the sections consecutively and correct any internal references accordingly.
