    On page 2, after line 4, insert the following:

    "(3) Nothing in subsection (2) of this section shall be construed to authorize the withdrawal of new or additional quantities of water from a river or stream commencing after the effective date of this act that would deplete the instream flow below the essential minimums necessary for the protection and recovery of critical fish stocks."
