Beginning on page 1, line 1, strike all material through "Washington." on page 2, line 11, and insert the following:
"TO THE HONORABLE SENATE AND HOUSE OF REPRESENTATIVES OF THE STATES OF IDAHO AND OREGON, IN LEGISLATIVE SESSION ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Since statehood, the lifestyles, culture, and economies of Eastern and Western Washington have been very distinct; and
WHEREAS, A similar distinction is also true of Eastern and Western Oregon; and
WHEREAS, The similarities between Eastern Washington, Eastern Oregon, and Idaho and Western Washington and Western Oregon are dramatic; and
WHEREAS, Urbanization and rapid growth in the western portions of Washington and Oregon has progressively heightened this divergence of cultural and economic values from that of the eastern portions of the states; and
WHEREAS, A reconsideration of the state boundary lines of Washington, Oregon, and Idaho in light of these divergences and similarities is in order; and
WHEREAS, The Washington State Legislature is currently considering legislation that would create a select committee composed of two members of the Senate and two members of the House of Representatives to review state boundaries and to review the feasibility of boundary line changes and the process to accomplish such changes; and
WHEREAS, Washington State's select committee to review state boundaries seeks to meet and work with similar committees established by the Idaho and Oregon Legislatures;
NOW, THEREFORE, Your Memorialists respectfully pray that the Senate and House of Representatives of the States of Idaho and Oregon join the State of Washington in creating their own state select committees to review state boundaries, and that these committees meet with the State of Washington's select committee in order to review state boundary issues.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the President of the Senate and the Speaker of the House of Representatives of the States of Idaho and Oregon."
