Background:
The transportation budget provides appropriations to the major transportation agencies: the Department of Transportation (DOT), the Washington State Patrol (WSP), the Department of Licensing (DOL), the Transportation Improvement Board (TIB), the County Road Administration Board (CRAB), and the Washington Traffic Safety Commission (WTSC). The budget also provides appropriations out of the transportation funds to many smaller agencies with transportation functions.
Summary of Bill:
Provides supplemental budget adjustments to the original 1999-01 transportation budget (includes 2000 supplemental transportation budget) due to new emerging issues.

Adjustments have been made for debt service due to changes in interest rates, transfer amounts for changes in revenue forecasts, and to have the Department of Transportation transfer unexpended funds from discontinued transportation accounts to the Multimodal Transportation Account.
EFFECT OF SENATE AMENDMENT(S):
Removes the initial estimated damage repair cost of $1 million for the Department of Transportation building in Olympia.
Technical adjustment transferring funds from Program Z to Program I, highway improvements to ensure proper accounting of projects off and on the state system.
Adds provisos to the County Road Administration Board and the Transportation Improvement Board designating that appropriations contained in the two agencies include funding to assist counties in providing the state match for federal emergency funding for earthquake damage as determined by the agencies. A report from each agency on the projects selected to receive match funding is due by September 30, 2001 to the Office of Financial Management and the transportation committees of the Senate and House of Representatives.
Adds a proviso authorizing the Department of Transportation Commission to raise ferry tariffs in excess of the fiscal growth factor, established under chapter 43.135 RCW, in fiscal year 2001.
Adds a proviso authorizing the State Treasurer to transfer the balance remaining at the close of the 2001 fiscal year in the Licensing Services Account to the Motor Vehicle Account.
Technical amendment updating the debt service and tax distributions amounts.
Appropriation: The sum of $3.298 billion for the 1999-01 biennium.
