Background:
Washington is on a biennial budget cycle. The Legislature authorizes expenditures for capital needs in the capital budget for a two‑year period, and authorizes bond sales through passage of a bond bill associated with the capital budget.
The current capital budget covers the period from July 1, 2001, through June 30, 2003.
Summary of Amended Bill:
Supplemental appropriations are made for the 2001-03 biennium. The budget appropriates $125 million for economic stimulus projects ($108 million) and other supplemental projects ($17 million). Adjustments are made to other appropriations.
Amended Bill Compared to Engrossed Bill:
While the original engrossed bill finances $125 million in economic stimulus projects and other supplemental projects using bonds exempted from the debt limit, the amended bill funds $125 million in similar projects primarily using debt limit bonds and the Education Construction Fund.
