$Requires requests for records related to testing performed on deceased individuals in death investigations and on living suspects in impaired driving cases be made to the agency that submitted the material for analysis.

Background:

The Washington Toxicology Laboratory is a part of the Bureau of Forensic Laboratory Services System of the Washington State Patrol.  The laboratory's responsibilities include providing scientific analysis and all necessary toxicology services requested by coroners, medical examiners, and prosecuting attorneys.

Summary of  Substitute Bill:

Requests for records related to testing performed on deceased individuals in death investigations and on living suspects in impaired driving cases must be made to the agency that submitted the material for analysis.

Substitute Bill Compared to Original Bill:

The substitute bill deletes references to public records disclosure.
