Background: There is concern that counties that contain correctional facilities house a disproportionate share of released offenders and that, as a consequence, those counties may carry a disproportionate burden in costs due to these offenders.
Summary of Bill: The Washington State Institute for Public Policy must conduct a study to determine which counties retain a disproportionate share of released offenders, what the recidivism rate is in these counties compared to other counties, and the cost impact of criminal justice and treatment. The Institute must report its findings to the Legislature no later than January 1, 2002.
Appropriation: $25,000
Fiscal Note: Requested on February 12, 2001.
Effective Date: Ninety days after adjournment of session in which bill is passed.
