Background:  The Washington State District and Municipal Court Judges' Association was created by statute and all district and municipal court judges are members by statute.  The association has the authority to promulgate suggested rules for the administration of the courts of limited jurisdiction and recommend needed changes in these courts to the Legislature, the Governor, and the Supreme Court.  The association has the authority to set dues; however, there is no requirement that courts pay the dues.  The proponents of this bill believe it is the responsibility of all courts to pay these dues so that funds are available to carry out the purposes of the association.

Summary of Bill:  In order to be a member in good standing and eligible to vote and hold office in the District and Municipal Court Judges' Association, the dues of the member must have been paid.  The dues of the association may be paid from the general funds of the county or city responsible for payment of the operating costs of the court of limited jurisdiction.

Appropriation:  None.

Fiscal Note:  Requested on January 15, 2002.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
